As for what whoever said, I guess it's "Try harder," but why do I get the feeling that David was just trying to piss Vickers off with that response?

There could be a bit more going on:
Vickers: a human trying to be a perfect corporate suit, i.e. a human emulating something resembling an android. Of course she will hate the very idea of a genuine android. It's like the David-wants-what-humans-can-naturally-do-but-he-can't in reverse. She spends all of her time desperately trying to be what comes naturally to David. No wonder she calls him a toaster. Toaster envy.
