Is it simply the result of a shoddily rewritten script?.
Did David jam the transmission ? waiting until the rest of the system was explored ?.

1) Going off the Weyland Files in the Prometheus "extra features" Weyland and David both knew about the transmission from Acheron LV 426 before they set off for LV 223. Weyland may have thought that they would go to LV 223 first hoping for imortality, then go on to LV 426 for the real prize. In this scenerio, David would have had to have manipulated the onboard technology.
2) They are actually on LV 426 and David manipulated the technology, before the crew woke from cryo sleep, to make it seem that they were on LV 223.
3) The Weyland Files are complete BS, made up for fun. In this scenerio the crew of Prometheus actually go to LV 223 and LV 426 is so far away, that they can't detect the beacon.
