Need help to remember the name of a movie

I just remembered a sci fi movie I saw when a was a kid with a blonde black man dressed in a leopard print suit that helped the protagonist in his escape. He was some kind of crazy dude with a pompadour and he had maybe a microphone in his hand? This is all I can remember aside the fact they where in some kind of city in the future and someone was chasing the protagonist

I know this isn't a lot, but I can't find this movie anywhere and I'd like to remember the name in order to watch it again
