That picture is how they'll look straight from the packaging.
What you saw on promotional pics from NECA is technical retouching. Here's an example:

MemberOvomorphSep-12-2012 9:04 PMIt's not a closed cuddles. 4 of the tentacles are attached when in the package and 3 have to be attached after the package is open.
And yes, they are "bendy" tentacles.
