Both Walter and David have this ability (the only difference is that Walter’s button too repairs by itself, and probably his skin heals faster, but we can’t be sure because we can’t do a proper comparison in the movie: we see the “switch off” BUTTON’S SPOT repairing very fast in Walter, we don’t know if ALL his “organs” heal this fast).
Probably, as it goes for humans, small wounds heal faster and totally disappear (like David’s wound under the chin), and more serious wounds don’t heal perfectly and leave a scar.
In these pictures we can see that David has a thin scar around his neck. When Elizabeth repaired him, she probably only reconnected the cables and very few things more, and then, David’s body managed to repair himself leaving only a scar. It was a “natural” process.
Probably the “patches” that Daniels believes she’s applying on Walter’s face help the synthetic skin to repair faster without leaving scars. If the patches do exist, it’s probably because Walter’s body too needs some help to be repaired: probably only his button repairs in few instants.
