Remember that mural? It has been suggested that represents the "queen" form of this particular breed (which doesn't presume it to be a jockey alien, just that this particular breed ALSO has a queen stage for whatever reason, in which case no assumption about said queen is safe, it may not even have eggs). The resemblance seems pretty clear from what I can tell, so I think that's really interesting.
Assuming it to be normal xenomorph/jockey alien, then no, it's not a queen at all. The previously established routes to a queen alien (of any host) are either:
1. A Queen lays a special egg that creates a super facehugger, which can lay two embryos. One of them will always be a queen, and molts from a queen chestburster straight into a queen.
2. If there is no queen around, a normal adult can molt into an in-between stage called "praetorian" in EU stuff, just called "young queen" by the somewhat incompetent directors of avp:r, that goes through a period of building an army quickly before turning into a full queen.
"Cuddles II" is not a queen jockeyburster, so if it's a traditional xenomorph (which I highly doubt) then no. It's not currently a queen. But again, ve no nozing. (that was supposed to be a german accent)

Got my tickets for the premier in US next week. My thoughts are 1) these things grow super fast, and 2) exit explosively out the nearest orifice or body wall. Given that, the movie suggests that Cuddles may have snacked on several unnamed crew members after "birth" to get so big. The engineer's body structure is rigid, and is similar to the altar xeno depiction, so to me that also suggests that the xeno is the ideal end product, hence the proto-xeno, regular xeno, etc. Whether or not a sequel deals with proto jr remains to be seen. If another sucker doesn't come along to provide food, one assumes it dies. Just my observations.

And Perhaps its because the alien resided in a Engineer rather than a human. (Being larger etc). But I agree, i'd have preferred a more Chestburster-like alien rather than a similar one to the one from Alien 3. Still a nice homage though

So many reasons why this could be. I would lean towards story progression myself. Though it could be the creature, the host, the planet, the list goes on.

It's full grown because it's different, one would assume. My working theory is that if the bodyhugger impregnated a human, the result would be either a chestburster or human-spawn adult alien. So, that would mean it isn't a Jockey Alien, but rather a "Jockey proto-alien," if you will.
But that's just my speculation. It could be a straight jockey alien and the difference is the bodyhugger implants ADULTS, which is weird, but whatever. It could be that what we see is actually just the chestburster stage, sort of like how the bambiburster also has developed limbs. It could be any number of other things.
My theory is probably right, though. :P

I interpreted it that each 'incarnation' is different. The one at the end of the film doesn't look the same as the one in Alien - and if RS only counts his films as Canon, then they'd be 'cousins' or similar specimens from the same genus?

This is just a theory, but could it be an infant version of the Queen? If it is, then it still has a lot of growing to do. Although that would mean that it somehow gets to LV-426, which would have to be shown in another film. But yeah, if it's the Queen, then maybe it's that size at a younger age (ignoring Alien 3 when it bursts out of Ripley as a smaller size).
And yeah, a chestburster at the end is heavily reminiscent of AvP...

Have you thought about the fact that maybe it has NOTHING in common with the original Xeno? You guys seem so brand to see the origin of your beloved Xeno. Maybe the Xeno comes from a spider egg falling into the Ooze.

Its because like the face hugger they are still earlier versions ( In evolutionary terms) The alien may develop over time to fit certain needs. As the human and engineer shared such similar DNA strands I don't believe its because it came out of a engineer but simply because it is still underdeveloped thus it didnt have a tail nor a smaller inner mouth. OR my second theory is because it is not your standard alien at all as the face hugger was given birth to by Elizabeth not hatched out of an egg. Maybe simply a new type of alien , a more human alien , an alien that would have been a perfect replacement to the hybrid in Alien 4
