No. He's stated in an interview (Empire I think) that's he's a geologist who's been on far far too many interstellar trips and is frankly bored of it all. His rather unique look is something he just came up with and Riddles let him run with it.

Of course! Because clearly everyone who has tattoos got them while in prison and clearly if you are sending a team of highly trained scientists to make first contact with an alien species you need to send an ex-convict along for the ride. Makes so much sense!
